Only students of the female sex may participate in an elementary or secondary school level athletic team or sport that an educational institution has restricted on the basis of sex to women or girls. If there is a dispute as to whether a student is of the female sex, the student must present a signed physician's statement indicating the student's sex that is based solely on: (1) the student's internal and external reproductive anatomy; (2) the student's naturally occurring level of testosterone; and (3) an analysis of the student's chromosomes.

(1) "woman" means an adult human of the female sex, and a "man" is an adult human of the male sex; (2) "girl" means a human female who has not yet reached adulthood, and a "boy" is a human male who has not yet reached adulthood; (3) "mother" means a female parent of a child or children; (4) "female," when used in reference to a natural person, means an individual who has, had, will have, or would have (but for a developmental anomaly, genetic anomaly, or accident) the reproductive system that at some point produces ova; (5) "male," when used in reference to a natural person, means an individual who has, had, will have, or would have (but for a developmental anomaly, genetic anomaly, or accident) the reproductive system that at some point produces sperm for fertilization of female ova; (6) "father" means a male parent of a child or children; and (7) "sex" means his or her biological sex, either male or female, designated at birth. There are only two sexes, and every individual is either male or female.

All licensed or regulated health care providers are prohibited from the following when treating gender dysphoria in minors: (1) performing or assisting with sex reassignment surgery or any other surgical procedures that alters primary or secondary sexual characteristics; and (2) prescribing, dispensing, or administering puberty blocking hormones or hormone antagonist therapies.
