The purpose of this bill is to prohibit gender transition surgeries, treatments, and therapies to minors. The bill establishes penalties for practitioners in violation of regulations. The bill safeguards the mental and physical health of minors. The bill prohibits political subdivisions from enacting conflicting policies. The bill creates whistleblower protection. Finally, the bill prohibits taxpayer subsidization of gender transition treatments.
2025 Regular Session
It is unlawful for any medical professional, mental health care professional, or counselor to engage in any of the following practices [...] to facilitate the minor's desire to present or appear in a manner that is inconsistent with the minor's biological sex: (1) Performing surgeries [...] (3) Prescribing or administering testosterone, estrogen, or progesterone [...] (4) Prescribing or administering a hormone or hormone blocker [...] (5) Augmentation mammoplasty [...] and subcutaneous mastectomy [...] (6) Administering or supplying [...] puberty-blocking medication
A medical professional, mental health care professional, or counselor who engages in any of the practices [...] shall be considered to have engaged in unprofessional conduct and is subject to revocation of licensure and other appropriate discipline by the medical professional's licensing or certifying board. The medical professional is also subject to a civil penalty of up to $10,000 per occurrence.
