PROGRAM RESTRICTIONS REGARDING RACE OR GENDER. The Department of Health and Welfare's Division of Behavioral Health shall ensure no appropriated funds are used for training or programming that advances diversity, equity, and inclusion; critical race theory; or transgender ideology; or for other programs that distribute or restrict funding based on composable criteria of race or gender.

CHILD AND ADOLESCENT ASSESSMENT ALTERNATIVES REPORT. The Department of Health and Welfare shall provide a report exploring alternatives to the Child and Adolescent Needs and Strengths assessment, as well as opportunities for parents, providers, and patients to opt out of certain questions. No assessment alternative considered in the report shall include assessing sexual orientation and gender identity and expression.
