It shall be unlawful for any medical professional or mental health care professional or counselor to knowingly engage in any of the following practices upon a minor, or cause them to be performed for the purpose of attempting to alter the appearance of or affirm the minor's perception of his or her gender or sex, if that appearance or perception is inconsistent with the minor's sex: [...] Prescribing, administering, or supplying testosterone, estrogen, or progesterone to a minor in an amount greater than would normally be produced endogenously in a healthy individual of that individual's age and sex.

A) A medical practitioner, health care institution, or health care payer shall have the right not to participate in or pay for any health care service which violates his, her, or its conscience.

It shall be unlawful for any physician or other health care provider to provide gender transition procedures to any individual under 18 years of age, except as provided in this section. A physician or other health care provider shall not refer any individual under 18 years of age to any health care provider for gender transition procedures. Any counseling or treatment rendered under this Article shall not be via telehealth and must be rendered through face-to-face encounters.

Athletic teams or sports designated for females, women, or girls shall not be open to students of the male sex.

Interscholastic athletic activities designated for females, women, or girls shall not be open to students of the male sex. [...] Sex shall be recognized based solely on a person's reproductive biology and genetics at birth.

It shall be unlawful for any medical professional or mental health care professional or counselor to knowingly engage in any of the following practices upon a minor, or cause them to be performed for the purpose of attempting to alter the appearance of or affirm the minor's perception of his or her gender or sex, if that appearance or perception is inconsistent with the minor's sex: [...] (4) Prescribing, administering, or supplying [...] antiandrogen drugs [...] [to] delay normal puberty. (5) Prescribing, administering, or supplying testosterone, estrogen, or progesterone to a minor in an amount greater than would normally be produced endogenously in a healthy individual of that individual's age and sex. (6) Removing any otherwise healthy or nondiseased body part or tissue.

A) A medical practitioner, health care institution, or health care payer shall have the right not to participate in or pay for any health care service which violates his, her, or its conscience.
